Phil Scruggs, Chief Pilot

Phil began work at Hospital Wing in April of 1986 as the Chief Pilot and one of the original members.  He was born and raised in Sardis, MS., and moved to Memphis in 1960.  Phil served in the United States Army with one tour in Vietnam (1968).  He retired as a Brigadier General.  He is also retired from the Memphis Police Department after 24 years.  Sixteen years of that in the aviation unit. Phil has 13,000 plus accident free hours and has flown EMS since 1970.

He and his wife reside in Shelby County, have raised 2 boys and have 3 grandchildren.
